Citizens' Oversight Committee

(2018 Measure G)

In November of 2018, Holtville voters approved Measure "G", a Proposition 39 general obligation bond measure placed on the ballot by the Holtville Unified School District. The text of the bond measure, as provided in election documents was as follows:

To improve the quality of education; modernize outdated classrooms, restrooms and school facilities; and construct a new gymnasium/multipurpose room for school and community use; shall Holtville Unified School District issue $10 million of bonds at legal interest rates, generating on average $617,000 annually as long as bonds are outstanding at a rate of approximately 4 cents per $100 assessed value, with annual audits, citizens’ oversight committee, NO money for salaries and all money staying local?

In accordance with State law regarding Proposition 39 bonds, the District must establish a Citizens’ Oversight Committee (COC). The purpose of the Committee is to inform the public concerning the expenditure of the bond proceeds. The Committee will perform the following functions:

-Review expenditures to ensure that bond proceeds were expended only for the purposes set forth in Measure G.

-Review expenditures to ensure that no bond funds were used for any teacher or administrative salaries or other operating expenses.

-At least one time annually, commencing with the end of the first fiscal year in which any bond proceeds are expended, and continuing through the end of the fiscal year in which bond proceeds have been spent in full, the Committee shall prepare an annual written report, the findings of which shall be summarized to the Board in public session, which annual written report shall include the following:

  • -A statement indicating whether the District is in compliance with the requirements of Article XIIIA, Section 1(b)(3) of the California Constitution; and
  • -A summary of the Committee's proceedings and activities for the preceding year.
  • -Annual reports shall be posted on the District’s website in accordance with Sections 7 and 8 hereto.
